1. Identification of need: includes issues arising from the need to conduct developmental counseling
2. Preparation for counseling: includes activities such as selecting the location, scheduling the sessions, creating an environment to learn etc.
3. Conduct the counseling: includes discussing the issues during the sessions and working on an action plans
